The government released Government Regulation in Lieu of Law (Peraturan Pemerintah Pengganti Undang-Undang or Perpu) No. 2 of 2022 on Job Creation for two reasons, Firstly, the Indonesian economy is still growing after the Covid-19 pandemic. Which is fantastic. Secondly, from an external standpoint, many countries' economies have yet to fully recover from the post-pandemic crisis. After Covid then came the Russian-Ukrainian war, which has exacerbated global economic difficulties. The government used this momentum to release the Job Creation Perpu, which aims to stimulate economic growth by encouraging investment in Indonesia.
As explained by Dra. Indah Anggoro Putri, M.Bus., Director General of Industrial Relations and Social Security for Workers, Ministry of Manpower, on Tuesday, September 12, 2023, at the President Executive Club, Jababeka industrial estate, Cikarang, in a seminar on Views and Directions to the Industrial World Regarding the Revision of PP No. 34, 35, and 36 2021. President University (Presuniv) organised this seminar, which was attended by hundreds of participants, in partnership with Jababeka HR Forum and Jababeka & Co. Dr. Ir. H. Erman Soeparno, MBA, M.Si. (Minister of Manpower and Transmigration 2005-2009), and Dr. Dra. Fennieka Kristianto, SH, MA, M.Kn., Legal Director and also lecturer in the Law Study Program, Presuniv, spoke at this event. During the seminar, Indah Anggoro presented on the political landscape of employment law in Indonesia as well as the many benefits of the Job Creation Perpu. One of them is the establishment of the minimum wage, which only applies to employees with less than a year of service. "As a result, the minimum wage does not apply to all workers," she emphasised. Why? "This is a form of the state's presence in that it provides a social safety net for workers with less than a year of service in order for them to survive. They have not yet established themselves and are prone to falling into poverty," she stated.
