Ambassador Do not Look Unintelligent

After completing his duties as a diplomat, most recently serving as Indonesian Ambassador to Vietnam, Ibnu Hadi chose to devote himself to education. He was also asked to become an advisor to President University (PresUniv). In addition, he occasionally teaches at the International Relations Study Program, PresUniv. "I have to share knowledge and experience with the younger generation," he said. One of the topics he wants to teach is Pancasila from a diplomatic perspective. To get to know more about Ibnu Hadi's figure, last week the Public Relations team met him for an interview. The excerpt.

 

What made you choose a career as a diplomat?

A diplomat is a profession that is not boring. I am the type of person who gets bored easily., so I do not like monotony. I went to the economics faculty but avoided accounting because it was monotonous.

Then, someone who does his job when interacting with other people, in some ways must also do diplomacy. So, in life, we ??also carry out diplomacy to approach and negotiate to achieve a goal only if a diplomat has something to do with it, namely carrying the country's name and promoting the interests of the state.

 

You went to the faculty of economics but became a diplomat. It is faraway…

Indeed. However, if the economy and diplomacy are combined, it will have certain advantages. Sometimes when talking about diplomacy, it is generally associated with politics. Now politics is one thing. Still important, but it needs to be filled with concrete, namely the economy. So what President Joko Widodo proclaimed at the start of his administration, namely economic diplomacy, is very relevant. Through diplomacy, we provide benefits to the country.

 

As a diplomat, what knowledge or experience is most important to you?

A diplomat is a combination of art and science followed by experience. Art means that we must adapt to the country's environment because every country is different. For example, I happened to have served in the United States (US) and Japan. When we speak, we have to be firm and look into the eyes in the US. If we look at others, it will be considered not serious. Unlike in Japan, if we behave like that, it will be considered impolite. So, we have to know how to diplomacy.

Regarding experience, this is an irreplaceable teacher. So, through experience, we can apply theory, change or adapt to conditions and situations.

 

Is it necessary to have a specific educational background to become a diplomat?

Nothing. Indeed, most diplomats from the International Relations Study Program or the Faculty of Social and Political Sciences. However, there are also those from the Faculty of Economics, Law, or Literature. In fact, in the period it was opened to all faculties, including the Faculty of Engineering. Because what is essential is not the educational background but the way of thinking. How do we see a problem and explain it systematically. Some diplomats whose educational backgrounds are from exact sciences, I see, have the advantage of having a more systematic way of thinking.

 

How about foreign language skills according to their placement?

English is absolute. Mastery of other languages ??will undoubtedly add value. In the past, because the diplomat deployment system was still limited, the Ministry of Foreign Affairs did not specifically prepare language skills. So for career development, it is up to each individual. When I was assigned to Japan, I was not given a Japanese language course. However, before leaving for Japan, I took the initiative to take a fast course. Then, while in Japan, I also took Japanese language courses.

I also took a Cantonese course, not Mandarin. Because Hong Kong uses Cantonese. So, my principle is, where I enter an environment, language is the primary key, so I take the language course. In Vietnam, I also took a course. Am I good at foreign languages? No, but at least I did not get lost. I survive with a language I understand.

Becoming a diplomat must be good at creating balance. Do not be too humble, but show that diplomats are intelligent and knowledgeable. The 1998 economic crisis made Ibnu's job as a diplomat in Japan very heavy. Why?

 

Can you tell us about your family background?

My father worked at the immigration office. So, I do not have a diplomat background. I want to become a diplomat because I consider it a profession that provides a lot of knowledge and experience. It has taught me not to be too complacent through interactions with various nations. Sometimes we are a little petty to think Indonesia is a great country. Gemah ripah loh jinawi. However, once we go abroad, we can see it from a more genuine perspective. We cannot be overly proud, but we can also be proud of some things.

 

What are your guidelines while abroad?

First, as the representative of Indonesia, I have to make Indonesians friendly and sociable. However, do not be too humble either, because abroad, I also have to be my principles. So, it needs to be combined.

For example, when placed in a country in the Middle East where there are many Indonesian Migrant Workers, the ambassador is often seen as an agent for Indonesian Migrant Workers, so they feel offended. It is a challenging situation. We must demonstrate our principles and values, but others must remain friendly.

Second, knowledge must be filled continuously. General knowledge, specific knowledge about the country, and other international issues. With our adaptable knowledge of ourselves and the community, we are indeed a complete and knowledgeable resource. We are not seen as stupid. So do not make it appear that the Indonesian Ambassador looks stupid, does not understand the language, does not know anything.

 

What are the most complicated challenges for a diplomat?

The success of the mission given by the state. Whether it achieves a specific trade value, attracts investment, or is more complicated is when there are political interests. For example, Indonesian corruptors live in the country, and we have to negotiate to return the person to Indonesia.

Another challenge I experienced was during the economic crisis, followed by the political crisis in 1998. It was tough because we could not do anything about it. At that time, I was a consul for economic affairs in Japan. I could not do anything because I had nothing to say. Everything is bad and uncertain. At that time, I felt useless.

So, the diplomatic function has a diplomatic function (representing your country), an observation function, a negotiation function to achieve a goal, and protection (securing the state's interests and the people). During the 1998 crisis, I could only carry out representing the country.

Even when the budget was cut off for two or three months. So, there is no salary and must live off the existing money. Some of the employees were sent home because the money was limited. We also had to cut ties with local officials. This is not easy because each country's policy on this matter is different. Dubes Jangan Sampai Terlihat Bodoh

Usai menuntaskan tugasnya sebagai diplomat, terakhir menjabat sebagai Duta Besar Indonesia untuk Vietnam, Ibnu Hadi memilih untuk mengabdikan dirinya di dunia pendidikan. Ia pun diminta menjadi penasehat untuk President University (PresUniv). Selain itu, sesekali ia juga mengajar di Program Studi Hubungan Internasional, PresUniv. “Saya harus membagi pengetahuan dan pengalaman ke generasi muda,” begitu katanya. Salah satu topik yang ingin dia ajarkan adalah Pancasila dari sudut pandang diplomasi. Untuk mengenal lebih jauh sosok Ibnu Hadi, pekan lalu tim Public Relation menemuinya untuk sebuah wawancara. Petikannya.

 

Apa melatarbelakangi Anda memilih berkarier sebagai diplomat?

Diplomat adalah profesi yang tidak membosankan. Saya adalah tipe pembosan, sehingga tidak suka hal-hal yang monoton. Saya kuliah di fakultas ekonomi, tapi menghindari akuntansi karena itu sesuatu yang monoton.

Lalu, seseorang yang melakukan pekerjaannya, ketika berinteraksi dengan orang lain, dalam beberapa hal pasti juga melakukan diplomasi. Jadi, dalam hidup kita juga melakukan diplomasi dalam pengertian melakukan pendekatan dan negoisasi untuk mencapai suatu tujuan. Hanya kalau diplomat ‘kan  ada embel-embelnya, yakni membawa nama negara dan mengusung kepentingan negara.

 

Anda kuliah di fakultas ekonomi, tapi menjadi diplomat. Jauh ya…

Memang. Namun, jika ekonomi dan diplomasi digabungkan, itu akan mempunyai keunggulan tertentu. Kadang jika berbicara mengenai diplomasi umumnya dikaitkan dengan politik. Sekarang politic is one thing. Tetap penting, tapi perlu diisi dengan sesuatu yang kongkrit, yakni ekonomi. Jadi apa yang dicanangkan Presiden Joko Widodo pada awal pemerintahannya, yakni  economic diplomacy, sangat relevan. Melalui diplomasi, kita memberikan manfaat bagi negara.

 

Sebagai diplomat, ilmu atau pengalaman seperti apa yang paling penting bagi Anda?

Diplomat adalah perpaduan antara seni dan ilmu yang diikuti dengan pengalaman. Seni itu maksudnya kita harus adaptable terhadap lingkungan negara, karena setiap negara memiliki perbedaan. Contoh, saya kebetulan pernah bertugas di Amerika Serikat (AS) dan Jepang. Saat di AS, ketika bicara kita harus tegas dan menatap mata. Jika kita menatap yang lain malah akan dianggap tidak serius. Berbeda dengan di Jepang, jika kita bersikap seperti itu akan dianggap kurang sopan.  Jadi, kita harus tahu cara berdiplomasi.

Soal pengalaman, ini merupakan guru yang tidak tergantikan. Jadi, melalui pengalaman, kita bisa menerapkan teori, mengubah atau menyesuaikan dengan kondisi dan situasi.

 

Apakah untuk menjadi seorang diplomat harus memiliki background pendidikan tertentu?

Tidak ada. Memang mayoritas yang menjadi  diplomat dari Program Studi Hubungan Internasional atau Fakultas Ilmu Sosial dan Politik (FISIP). Namun, ada juga yang dari Fakultas Ekonomi, Hukum, atau Sastra. Bahkan pernah dalam periode dibuka untuk semua fakultas, termasuk Fakultas Teknik. Sebab yang penting bukan latar belakang pendidikan, tetapi cara berpikirnya. Bagaimana kita melihat suatu peristiwa dan menjelaskannya secara sistemasis. Beberapa diplomat yang background pendidikannya dari ilmu eksakta, saya lihat, mempunyai keunggulan karena cara berpikirnya yang lebih sistematis.

 

Soal kemampuan berbahasa asing sesuai penempatannya?

Bahasa Inggris itu mutlak. Penguasaan bahasa lain tentu akan menambah nilai. Dulu, karena system penempatan diplomat masih terbatas, Kementerian Luar Negeri tidak mempersiapkan secara khusus kemampuan berbahasanya. Jadi untuk pengembangan karier diserahkan ke individu masing-masing. Waktu saya ditugaskan ke Jepang, saya tidak dikursuskan bahasa Jepang. Namun, sebelum berangkat ke Jepang, saya berinisiatif ikut kursus kilat. Lalu, selama di Jepang saya juga ikut kursus Bahasa Jepang.

Saya juga pernah kursus bahasa Cantonese, bukan Mandarin. Sebab Hongkong menggunakan Cantonese.  Jadi, prinsip saya, di mana saya masuk ke suatu lingkungan, bahasa adalah kunci utama, sehingga saya kursus bahasa tersebut. Di Vietnam saya juga sempat kursus. Apakah saya pandai berbahasa asing? Tidak, tapi at least saya tidak tersesat. Saya survive dengan bahasa yang saya mengerti.

Menjadi diplomat harus pandai membangun keseimbangan. Jangan terlalu rendah diri, tetapi tunjukkan bahwa diplomat adalah sosok yang resourcefull dan kaya pengetahuan. Krisis ekonomi 1998 membuat tugas Ibnu sebagai diplomat di Jepang menjadi sangat berat. Mengapa?

 

Boleh diceritakan tentang background keluarga Anda?

Ayah saya bekerja di kantor imigrasi. Jadi, saya tidak ada background diplomat. Saya ingin menjadi diplomat, karena saya anggap itu profesi yang memberikan banyak pengetahuan dan pengalaman. Melalui interaksi dengan berbagai bangsa mengajarkan saya supaya tidak terlalu terlena. Kadang kita sedikit picik menganggap bahwa Indonesia negara yang hebat. Gemah ripah loh jinawi. Namun, begitu pergi ke luar negeri, kita bisa lebih melihatnya dalam prespektif  yang lebih benar. Kita menjadi tidak bisa terlalu pongah, tetapi juga bisa bangga dalam beberapa hal.

 

Apa pedoman Anda ketika bertugas di luar negeri?

Pertama, sebagai wakil Indonesia, saya harus memperlihatkan bahwa orang Indonesia itu ramah dan socialable. Namun, jangan juga terlalu rendah hati, karena di luar negeri saya juga harus memperlihatkan prinsip saya. Jadi, perlu dikombinasikan.

Contoh, ketika ditempatkan di suatu negara di Timur Tengah yang notabene banyak Tenaga Kerja Indonesia (TKI), sering Duta Besarnya dianggap sebagai agen TKI, sehingga merasa tersinggung. Itu situasi yang delicate. Kita harus menunjukkan prinsip dan nilai-nilai kita, tetapi di lain harus tetap ramah.

Kedua, pengetahuan harus diisi terus. Pengetahuan umum, pengetahuan khusus mengenai negera tersebut, maupun isu-isu internasional lainnya. Dengan pengetahuan kita bisa langsung menyesuaikan diri di komunitas dan memperlihatkan bahwa kita memang resource full dan knowledgeable. Kita tidak dipandang bodoh. Jadi jangan sampai kelihatan Duta Besar Indonesia tampak bodoh, tidak mengerti Bahasa, tidak tahu apa-apa.

 

Apa tantangan yang paling berat bagi seorang diplomat?

Menyukseskan misi yang diberikan negara. Apakah mencapai nilai perdagangan tertentu, menarik investasi, atau yang lebih pelik adalah bila terjadi perbedaan kepentingan politik. Misalnya, koruptor Indonesia tinggal di negara tersebut dan kita harus bernegoisasi untuk bisa mengembalikan orang tersebut ke Indonesia.

Tantangan lainnya saya alami waktu krisis ekonomi, yang diikuti krisis politik tahun 1998. Sangat berat karena kita tidak bisa berbuat apa-apa. Saat itu saya konsul for economic affairs di Jepang. Saya tidak bisa berbuat apa-apa, karena tidak ada yang mau disampaikan. Segala sesuatunya jelek dan tidak pasti. Saat itu saya merasa useless.

Jadi, fungsi diplomat ada fungsi diplomasi (representing your country), fungsi observasi, fungsi negoisasi untuk mencapai suatu tujuan, dan perlindungan (mengamankan kepentingan negara dan rakyat). Waktu krisis 1998, saya hanya bisa melakukan menjalankan fungsi mewakili negara.

Bahkan waktu juga anggaran terputus selama dua-tiga bulan. Jadi, tidak ada gaji dan harus hidup dari uang yang ada. Sebagian pegawai dipulangkan, karena uangnya terbatas. Kami juga harus memutus hubungan kerja dengan pegawai lokal. Ini tidak mudah, karena kebijakan setiap negara terhadap soal ini berbeda-beda.
